[Karl Fyodorovich Herman (Karl Gottlob Melchior or Karl Theodor, German. Carl Theodor Negmapp; 1767-1838) - Russian statistician and historian, economist, academician of the St. Petersburg Academy of Sciences.
In 1811, he became head of the statistical Department of the Ministry of police of the Russian Empire , Russia's first Central government statistics body. After the merger of the Ministry of police with the Ministry of internal Affairs, from 1819 to 1835, he headed the statistical Department of the Ministry of internal Affairs of the Russian Empire.
During the entire period of his scientific and pedagogical activity, Herman wrote about 60 works, most of which were published in French In" memoirs of the Imperial Academy of Sciences in St. Petersburg "("Memoires de l'academie imperiale des sciences de St. Petersburg") and in German in the publication " Russia under Alexander the first. Historical journal " ("Russland unter Alexander dem Ersten. Eine historische Zeitschrift herausgegeben von Heinrich Storch"), edited by the economist and statistician A. K. Storch (1766-1835). Among the individual publications in Russian received the most famous: "a Brief guide to the General theory of statistics "[German, 1808b], "Geographical and statistical description of Georgia and the Caucasus, borrowed from the travel of Mr. academician I. A. Gildenstedt" [German, 1809b], "General theory of statistics" [German, 1809a], "Historical review of the literature of statistics" [German, 1817], "Statistical research on the Russian Empire" [German, 1819]. An almost complete bibliography of Herman's works is contained in the work of the famous statistical historian M. V. Ptukha [Ptukha, 1959, p. 220-226], where they are reviewed and classified.
It is noteworthy that it was K. F. Herman who wrote the first Russian table of mortality related to the Orthodox male population of Russia, which was based on the metric books for 1796-1799 and 1801-1805. Of course, it was still very imperfect. According to S. A. Novoselsky, it "excessively exaggerated mortality, presenting an order of extinction that does not correspond to reality", Novoselsky considered this table "devoid of any serious significance". Nevertheless, the name of Karl Fyodorovich Herman occupies a worthy place in the list of pioneers of Russian demography.
