Ivan Yegorovich Zabelin (17 [29] September 1820, Tver — 31 December 1908 [13 January 1909], Moscow) was a Russian archaeologist and historian, a specialist in the history of Moscow. Corresponding member in the category of historical and political sciences (1884), honorary member of the St. Petersburg Academy of Sciences (1907), initiator of the creation and companion of the chairman of the Imperial Russian Historical Museum named after Emperor Alexander III, full privy Councilor (1908).

The Pskov Charter of Judgment is the largest monument of feudal law of the era of feudal fragmentation in Russia.

For almost three centuries, despite its local origin, the Pskov Judicial Charter was the most complete and versatile code of norms of civil, criminal and family law in Russia. Compared to the Russian Pravda, which focuses mainly on criminal law, the central place in the Charter is occupied by articles concerning the turnover of property rights, property disputes and relations of obligations, and the regulation of naturally formed trade orders. Having absorbed the legal norms of the previous time — the XII–XIII centuries, the Pskov Judicial Charter as a whole is a complex and multi-time source of law.
