Viktor Obninsky (1867 - 1916) - Russian public and political figure, Deputy of the first State Duma from Kaluga province. In 1905, he was one of the founders of the constitutional democratic party in Kaluga province. Signed the Vyborg appeal and served three months in prison. As a publicist, he worked in the "Russian Vedomosti", "Vestnik Evropy", " Voice of the Past` and other bodies. Separately printed: `Tales of the old gnome`(1904), `Six months of the revolution` (1906), `Chronicle of the Russian revolution` (1906 - 1907), `New system` (2 parts, 1909, the first edition was withdrawn from circulation, and then the book was released in a new edition with strong cuts).
