[Statement of L. P. Dimsey the position of the Polish nationalists :

A major report was made by the sedlecki Deputy, the Polish landowner L. p. Dymsha, the author of a written essay on the Kholm question, opposed to the report of D. N. Chikhachev.

L. Dymsha pointed out that the question of secession of Kholmshchyna had already been raised eight times and all eight times had been rejected by Russian statesmen. The speaker took the initiative of the Department to local nationalist figures, mainly Orthodox clergy and the Russian administration. He strongly criticized the methods of collecting statistical data that fundamentally distort the actual picture of the national distribution of the population.

"Pribuzhye, " Said L. Dymsha, " is ethnographically the place where two of the most powerful Slavic peoples met: Russian and Polish... This meeting was expressed in the fact that even the average Church was formed there, and a Union was introduced for this average population... The language, whatever its name, was the result of a clash between two large Slavic peoples, and so at present it seems completely unverified to say that there are 450,000 Russians there. You can say that there are Russians there, that there are poles there, that there is a mixed tribe there, but to say that there are so many and so many thousands of these or others seems to me to be an incorrect calculation."

The speaker denied that there was an onslaught from the Catholic clergy, which was so much talked about in the Commission, especially Bishop Evlogy.

Dymsha further sharply objected to Chikhachev about the alleged growth of anti-Catholic sentiment among poles and, in particular, on the issue of the development of mariavitism:

"Member of the state Duma Chikhachev would like, of course, to put forward with the help of government funds mariavitism weakened the moral power of the Catholic Church. There is no doubt that the mariavites are moving forward with all their might, and by doing so the Government hopes to throw a core of discord into the Catholic population of the Kingdom of Poland, but this is going very poorly... I can't help but marvel at the state Outlook of Duma member Chikhachev in this regard. What is supposed from his point of view? It is supposed to undermine the Christian faith in the state. He thinks that faith is really being undermined by certain external rites. I do not think that the rite is the most important in relation to religion and human communication with God, but I think that this communication is necessary from the point of view of a sound state, and to undermine this faith by creating and encouraging any sects or any persecution is at least a non-state matter."

Against the accusation of the threat of landslide, Dymsha put forward arguments about the real threat of its complete Russification by administrative measures. For this purpose, there are 365 parochial schools that actively promote Orthodoxy and Russification, and in this they are not far behind the Ministerial schools. All Polish schools are forcibly closed, so that the region with a population of one million, of which more than half are poles, does not have a single Polish school. "Isn't this the state's savagery of the population, isn't this a way to bring it to a complete moral disorder?» the speaker asked. He gave further information about the material security of the Kholm Orthodox clergy. The average provision for a clergyman in this region was 2,690 rubles, which is not found anywhere else in the Russian Empire, while the government allocates only 209 rubles for a Catholic priest, which is not always possible to get. According to the calculations of the Catholic clergy, in the six Eastern counties of the Lublin province, one Church accounts for 1,387 Orthodox souls, and among the Catholic population, one Church for 6,800 souls; for one Orthodox priest – 1052 souls, and for one Catholic-4041 souls.

One of the measures of religious policy is the closure of the peasant Bank for Catholics by the instructions of the Warsaw Governor-General Chertkov. Thus, a peasant who goes to Church can use a loan to increase his land ownership, but one who goes to Church does not have this opportunity.

Pointing out that for 80 years the Russian state has been continuously engaged in creating oppressive measures and exclusive laws against poles, citizens of the Russian Empire, L. Dymsha exclaimed:

"How much energy, how much money is spent in order to achieve this goal. And what, I ask you, are the results? Have you decimated the poles, have you deified the Catholic population? I think you should make sure that you did not denigrate anyone or glorify anyone. on the contrary, you catholicized many Uniates in 1905 with these measures, measures of this coercive influence and measures of this false policy."

At the end of his impassioned speech, L. Dymsha summed up his arguments, arguing that the historical data presented in the Commission's report do not correspond to historical truth, statistical calculations do not agree with reality, ethnographic conditions are determined arbitrarily, the ideological content of the project contradicts reasonable state policy, and the implementation of the project will only lead to local religious and national hostility.]
