Konstantin Pavlovich Rotov was born on March 17, 1902 (in the old style) in Rostov-on-don in the family of an employee. After graduating from the five-year city school he entered the Rostov art school.

The first cartoons were published long before graduation. The father, wanting to make his son a pleasant, without his knowledge, in 1916, sent them to Petrograd magazine "beach". The first work was published in the summer of 1917, the drawing depicted a street rally and "captivated by the extraordinary liveliness and expressiveness of human figures, outlined by a clear, confident contour" – so recalls this drawing artist Boris Efimov. Since then, the work of Konstantin Rotov constantly published in the magazine "don wave" and the newspaper "Rostov speech", and the artist finally chooses the path of cartoonist.

Don worked in "Windows of Growth" and the political education of the Rostov branch of the state publishing house. Illustrated the tales of Andersen, br. Grimm, M. Saltykov-Shchedrin; works by V. Kataev, Agni Barto ("the House moved"), K. Chukovsky, I. Ilf and E. Petrov ("the Golden calf"), Andrei Nekrasov ("the adventures of captain Vrungel"), Lazar Lagin ("Old man Hottabych") and other authors.

Printed several books for children with his illustrations Rotova. He begins to work actively in DON-GROWTH. In 1921 he was sent to study at the Leningrad Academy, was admitted to the graphic faculty.

He worked in the magazine "Crocodile" (1922-1940), in many magazines and Newspapers "Komsomolskaya Pravda", "Gudok", "Pravda", "Rabochaya Gazeta" and others.

He collaborated with Vladimir Mayakovsky, Demyan Poor, Nikolai Aseev, draws in the "Windows of Izogiz", produced many posters: "the Song of shock brigades" (1931), "Technique to the masses" (1931), "Popov's verbiage – enemy weapon" (1931), "Workers of all countries, to protect the USSR - patronymic of the world proletariat!"(1932), "What our children want to be" (1939).

In 1939, according to the sketch of Rotov, a panel for the Soviet pavilion at the new York exhibition was made. He himself is a member of a team of artists who worked on the panel.

He was first arrested in June 1940 in Moscow and held in the internal prison of the NKVD gugb. June 14, 1941 the CCA NKVD sentences under the articles "treason and participation in the counter-revolutionary organization." Sentenced to 8 years in labor camp. Served in Solikamsk. Worked as an artist. He made a series of watercolors dedicated to the great Patriotic war. He designed the club of the Ministry of internal Affairs, performed many paintings and drawings for the Solikamsk Museum of local lore.

Released on 4 January 1948 with no right of abode in a hundred cities across the country. He settled in the city of Kimry. In December 1948, without charge, he was sent to live settlement in the city of Severo-Yeniseysk. Here he participated in the design of a new working club, worked as a club artist. In 1954 he was rehabilitated.

He actively collaborated with the satirical magazine "Crocodile". He was engaged in book illustration (1954-1959).

Konstantin Rotov's drawings are always easy, recognizable, really funny, ironic, but not evil. The artist was always smiling. I always did. I got great pleasure from the process of creativity. And so it was fun to look at his work. With amazing humor he depicts not only people, but also animals, birds, insects, buildings – everything that saw his kind smiling look.

Konstantin Rotov, possessed inexhaustible imagination, phenomenal visual memory, rare efficiency. Colleagues highly appreciated his achievements in the field of satirical graphics. As Julius gunf Recalls, the earliest performances of the artist in the press were amazing."..his skill, ease, observation and some soft, slightly crafty, only one of his inherent sense of humor.

In February 2009, the State literary Museum hosted the first solo exhibition of K. P. Rotov, which presented his works of different periods, stored in the family archive, including albums with sketches of 1941-1947, made by Rotov during his imprisonment and exile, as well as from the collection of the Lebedev family-Kumach And private collections. In total, more than 150 works of the artist were presented.

And in 1958, a group of climbers, led by the artist Boris zhutovsky, climbed the nameless peak in the Eastern Sayans and installed on it a portrait of Konstantin Pavlovich Rotov.

In 1987, the artist released an album from the series "Masters of Soviet caricature" with the author's Preface Kukryniksov.

K. P. Rotov's posters are in the funds of the RGB, the State Museum of the history of religion in St. Petersburg, the Museum of modern history of Russia (SCMSIR), the Rybinsk state historical, architectural and art Museum-reserve, in private collections in Russia and the UK.
